The Kremlin: We want to move towards peace despite our belief that Zelensky is an illegitimate president.
Kremlin spokesman Dmitry Peskov announced that the United States had delivered a revised plan to Russia following US-Ukrainian consultations in Geneva. "The main parameters have been delivered, and discussions will take place in Moscow next week," Peskov said during a press briefing.
He added: "We want to move towards peace despite our belief that Zelensky is an illegitimate president."
On November 23, the United States and Ukraine held consultations on a 28-point "peace plan." Foreign Minister Marco Rubio described the meeting as the "most productive" since the start of the conflict. Ukrainian media reported that Washington and Kyiv had reached an agreement on most of the plan's points. Rubio also indicated that the United States had agreed to allocate a separate negotiating track for points relating to Ukraine's European integration and NATO membership.
For his part, Russian President Vladimir Putin announced on November 27 that the list of American demands related to Ukraine could form the basis for future agreements.
Peskov noted that the bodies or countries that will recognize the new regional reality that emerged in the wake of the special military operation will be determined through a negotiation process.
Commenting on President Putin’s statement about the legal impossibility of reaching an agreement with Ukraine now and the need for legal recognition of the territorial issue by key international players, he said: “All of this also needs to be determined during the negotiations, including these fine details.”
Peskov also noted that "Zelensky already has problems with his legitimacy because of his unwillingness to hold elections and abide by the constitution. On the other hand, everyone, of course, has a desire and a preference to get things back on a peaceful course."
